含大规模水电的电力现货市场出清及价格机制研究

摘要(Abstract):

在我国水资源丰富的西南地区,电力现货市场和"碳达峰、碳中和"的发展背景要求构建大规模水电参与的电力现货市场,在保障清洁能源消纳的同时,形成正确的市场价格引导信号。对此,以水电装机占比较高的西南地区电力市场为背景,总结大规模水电电力市场需解决的几个重点问题。基于现货市场两轮出清方法,提出水电等清洁能源与火电同台竞价模式下4种节点电价计算与市场结算方法,并对这4种模式进行对比分析,得出建议方案。场景算例表明,所提建议方案中的节点电价计算方法可以低价信号促进清洁能源消纳,同时抑制径流式水电、风光机组因保障消纳政策投机报高价的行为。
In southwest China with abundant water resources, the development context of the electricity spot market and "carbon peak and carbon neutrality" requires the construction of the electricity spot market with large-scale hydropower participation, which evolves correct market price guidance signal and guarantees clean energy consumption. In the context of the power market of southwest China where hydroelectric installed capacity is relatively high, several key problems to be solved in the large-scale hydropower power market are summarized. Based on the two rounds of clearing method in the spot market, four methods of power generation dispatching plan, LMP(locational marginal price) calculation and market settlement of hydropower and other clean energy with thermal power bidding on the same platform were proposed, and the four modes are compared and analyzed to arrive at a recommended scheme. The scenario example shows that the proposed LMP calculation method can promote clean energy consumption with low price signal while inhibiting runoff hydropower, wind power and photovoltaic units from speculating on high prices due to the guaranteed consumption policy.
