新版设计变更与现场签证管理办法的实施与探索Implementation and Exploration of New Regulations for Design Alternation and Site Visa

摘要(Abstract)：
农网改造工程中,设计变更与现场签证是管控难点。通过分析国家电网公司2014新版与2011旧版设计变更管理办法的异同点,阐述了单项变更和变更预算书的重要性,结合案例说明了140号管理办法变化的新颖性和先进性。提出了在县级供电公司的农网改造工程中流程简约化和人员分散化的新思路、新模式,并在实践中取得一定成效。
In reformation of rural power grid, design alternation and site visa are difficult to control. By analyzing similarities and differences between regulations of design alternation in 2011 and 2014, the paper expounds the importance of individual alternation and budget document of alternation; in the light of cases, it elaborates on novelty and progress of the alternated regulation No.140. Finally, the paper proposes new idea and mode of flow simplification and personnel decentralization in rural grid reformation of county-level power supply companies, from which favorable effect is achieved.
