省级电网公司战略目标体系结构及影响机理分析Strategic Goal System Structure of Province-level Power Grid Company and Impact Mechanism Analysis

摘要(Abstract):
为响应国家电网公司提出的战略新愿景,首先从6个战略维度对某省电网公司战略目标体系进行了重新调整,以科学的发展方式引领公司的全方位发展;应用ISM(解释结构模型)方法,构建了该电网公司战略目标体系结构模型,梳理战略目标体系内部各分目标之间的相互作用关系。随后通过SEM(结构方程模型)对整个战略目标体系的层级关系作定量化的验证分析。结果表明:"业绩优秀"和"资产优良"是影响公司竞争力的关键因素;"电网坚强"是"能源互联"的关键影响因素;"电网坚强"和"绿色发展"是该电网公司特有的战略诉求。
In response to the new strategy proposed by the State Grid Corporation of China, the strategic goal system of a power grid company is readjusted from six strategic dimensions to guide the development of the company in a scientific way; in addition, the ISM(interpretative structural modelling method) is adopted to build a structure of strategic goal system of the power grid company, and the interaction among sub-goals within the strategic goal system is sorted out. Then, the SEM(structural equation modelling) is used to quantitatively verify the hierarchical relationship of the entire strategic goal system. The results show that "excellent performance" and "excellent assets" are the key factors affecting the company′s competitiveness; "strong power grid" is a key influencing factor of "energy interconnection"; "strong power grid" and "green development" are unique strategic demands of the company.
