电网检修安全风险预控探讨
Discussion on Safety Risk Precontrol in Power Grid Maintenance

摘要(Abstract):

为实现安全生产管理由"事后分析"的被动管理模式向"超前预防"的主动管理模式转变,建立了电网风险评估、变电(线路)检修风险评估、操作风险评估、变电班组风险评估和线路班组风险评估数据库,得到了安全风险预控系统模型。通过对电网设备风险、作业计划风险、作业组织风险和作业人员风险的预控,有效防范了电网检修安全事故。
To shift production safety management from the passive management of "after-the-fact analysis" to the active "prevention", a database for grid risk evaluation, power transformation(line) maintenance risk evaluation, operation risk evaluation, power transformation team risk evaluation and line team risk evaluation is built, and a model of safety risk precontrol system is established. Through risk precontrol of grid equipment, operation plan, operation organization and operation personnel, safety accidents in power grid maintenance are effectively prevented.
