基于多源流理论的中国电力现货市场政策制定框架与关闭风险Policy Formulation Framework and Closure Risk of China Power Spot Market Based on Multiple Streams Theory

摘要(Abstract):
现货市场是电力市场的重要组成部分,在中长期电能交易广泛开展后,成为下一步市场建设的焦点。现货电力市场方案属于一项公共政策,其建设是一项系统工程,涉及到多个学科门类,现有研究较多关注于成熟电力市场基本经济原理,对市场建设过程中结合政治、经济、社会背景以及追问为何如此设计的研究不多。对此,以多源流公共政策理论为分析框架,分析电力现货市场的问题溪流、政策溪流和政治溪流,阐述三者汇合实现政策窗口打开的逻辑,重点剖析政策窗口关闭在问题溪流、政策溪流和政治溪流三个维度的风险,并简述风险对策。
The spot market is an important part of the electricity market and will be the focus of market construction in the future with the extensive implementation of long and medium-term electricity trading. The spot market scheme is a public policy and the construction is a systematic project which involves multiple disciplines. The existing research pays more attention to the basic economic principles in the mature power market.However, few studies consider why the market design should be like that in a certain political, economic and social background in the market construction process. This paper applies multiple public policy theory as analysis framework and analyzes the problem stream, policy stream and politic stream of the electricity spot market; it also analyzes the logic of the opening of the policy window of the three convergences, and expounds the risks in problem stream, policy stream and politic stream and the countermeasures against the risks.
