基于SCD文件风险现状的管控策略体系研究与应用Research And Application of Control Strategy System Based on SCD File Risk Status

摘要(Abstract):
智能变电站的SCD(配置描述)是全站虚回路体系关键配置文件,其正确与否、有无变动直接影响了继电保护功能的正确性。智能变电站大规模成熟应用及后期运维改扩建给配置描述文件的风险管控带来了新的挑战。分析了现有SCD文件管理方法及其风险现状,提出了区域智能变电站SCD文件管控策略体系。在此基础上完成区域智能变电站配置文件管控平台建设,使得不同参与者在设计、调试、维护及改扩建等全生命周期内各个环节均能对SCD文件进行有效地管理。从而确保SCD文件的唯一性和有效性。
Substation configuration description(SCD) of the intelligent substation is the key configuration file of virtual circuit system in the whole station, and its correctness or change has direct impact on the correctness of the relay protection function. The large-scale application and the successive extension and maintenance of intelligent substation bring new challenges to the risk control of SCD file. This paper analyzes existing SCD file control method and risk status, and puts forward the regional intelligent substation SCD file control strategy system. On the basis, the paper completes regional intelligent substation configuration file management and control platform construction, enabling different participants to effectively manage SCD file in various links such as design, commissioning, maintenance and expansion segment to ensure the uniqueness and effectiveness of SCD file.
