基于组合赋权法的电网规划方案综合协调性评价Integrated and Coordinated Evaluation of Grid Planning Program Based on Combination Weighting Method

摘要(Abstract):
全电压电网规划方案协调性评价指标主要包括可靠性、优质性、经济性和协调性指标。根据矩估计法的理论,将主观赋权法和客观赋权法相结合,构建了考虑主、客观影响的组合赋权方法和综合评价方法,搭建了基于组合赋权法的全电压电网规划方案综合协调性评价模型。算例表明,该综合协调性评价模型具有可操作性,既能有效反映决策者的主观意愿,又可以将客观数据之间的统计反映在权重中,结果合理,可适用于电网规划方案的比选分析。
The coordinated evaluation indexes of full-voltage power grid planning program mainly comprise of reliability, high quality economy and coordination indexes. According to the theory of moment estimation, the subjective weighting method and the objective weighting method are integrated to construct the combination weighting method considering objective and subjective influence and the comprehensive evaluation method;integrated and coordinated evaluation model of full-voltage power network planning program based on combination weighting method is built. The example shows that the model is of operability, which not only reflects the subjective will of decision maker but statistics of objective data in the weighting, achieving reasonable result. The model is applicable to comparison and selection analysis of grid planning program.
