摘要(Abstract):
随着我国电力市场化改革进程的稳步推进,亟需建立市场运营状态评估体系以评估市场运营状态、判断市场发展趋势以及发现市场潜在问题。对此,聚焦日前市场,首先建立包含市场性、安全性、可持续性三个方面的日前市场运营状态指标体系,并给出各指标的量化计算公式;其次在经典的AHP(层次分析法)-熵权法的基础上,引入级差最大化的权重组合方法实现指标赋权;然后给出日前市场运营状态评估流程,分两步分别求解一级指标和日前市场运营状态综合评估结果;最后将所提评估方法应用于某省日前市场,所得评估结果能有效反映市场运营状态、发展趋势及潜在问题,表明该评估方法具有很强的实用性和先进性。
With the steady progress of electricity market reform in China, there is an urgent need to establish a market operating status evaluation system to assess market operating status, judge the trend of market development, and discover potential problems in the market. This paper, based on day-ahead markets, establishes an operating status index system of day-ahead electricity market including marketability, safety and sustainability, and gives quantitative calculation formulas for the indicators; then, it introduces AHP-entropy weight method with a maximum variance to achieve index weighting; it presents the process for day-ahead market operating status evaluation to solve the first-level indicators and the day-ahead market operating status evaluation results in two steps. Finally, the evaluation method is applied in a provincial day-ahead market,and the results obtained therefrom can effectively reflect market operation status, development trend and potential problems, which indicates that this evaluation system is practicable and advanced.
