考虑受端电网保供风险的省间现货购电策略
An electricity purchasing strategy for interprovincial spot market considering the risk of power supply security in the receiving-end grid

摘要(Abstract):

通过省间电力市场交易进行最优购电决策是促进受端电网资源优化配置、清洁能源消纳和电力保供的关键。在此背景下,提出考虑受端电网保供风险的省间现货购电策略。首先,构建了受端电网电力保供信心评价体系;其次,提出了省间现货市场中交易双方申报行为的不确定性场景生成方法;然后,构建基于CVaR(条件风险价值)的省间现货市场购电双层优化模型。最后,以某受端电网省间现货市场的实际交易数据为例进行仿真分析,结果表明所提方法综合考虑了省间现货市场参与主体行为和受端电网保供风险,能够利用受端电网内多类型调节资源的互补特性实现其供电成本最小化。
Making optimal electricity purchasing decisions through interprovincial trading is essential for enhancing the resource allocation of receiving-end grid, promoting clean energy consumption, and ensuring power supply security. In this context, an electricity purchasing strategy for interprovincial spot market considering the risk of power supply security in the receiving-end grid is proposed. First, a power supply security confidence evaluation system for the receiving-end grid is constructed. Second, a method for generating uncertainty scenarios related to the bidding behavior of market participants in the interprovincial spot market is proposed. Third, a two-level optimization model for electricity purchasing in the interprovincial spot market is developed using conditional value at risk(CVaR). Finally, a case study is simulated using actual trading data from the interprovincial spot market of a receiving-end grid. The simulation results show that the proposed method comprehensively considers both the behavior of participants in the interprovincial spot market and the power supply security risks in the receiving-end grid. It effectively utilizes the complementary characteristics of various adjustment resources within the receiving-end grid to minimize power supply costs.
