电力市场领域标准现状和未来发展需求分析

摘要(Abstract):

标准建设对于电力市场的发展具有重要的支撑、引导和调控作用,其中对于标准现状和需求的分析尤为基础。从电力市场领域当前主要的标准化组织和标准建设现状出发,分析国内电力市场的发展趋势及其对标准建设的关键需求,并据此提出电力市场领域标准化布局建议,为后续研究和标准建设提供基础。当前中国电力市场建设已经初具体系,但是标准化建设与新型电力系统、全国统一电力市场的发展需求仍有差距,特别需要注意对绿电交易、现货技术支持系统、新型经营主体等方面的布局,同时也需要注意控制标准的制定时机,确保标准的技术成熟度和稳定性,在充分发挥标准积极作用的同时避免标准对技术发展的限制。
Standardization plays a pivotal role in supporting, guiding, and regulating the development of electricity markets, with the analysis of existing standards and emerging needs serving as a critical foundation. This paper begins by examining the current standardization organizations and state of standardization in electricity market sector. It then investigates the development trend of electricity markets in China and the key requirements for standardization. Based on this analysis, specific recommendations for standardization in electricity market sector are proposed, laying a foundation for future research and standardization. While China's electricity market has begun to take shape, its standardization still falls short of meeting the requirements of new-type power systems and a unified national electricity market. Key areas requiring standardization include green power trading, technical support system for electricity spot market, and new business entities. Furthermore, standards must be developed at the opportune time to ensure their technical maturity and stability while maximizing their positive impact and avoiding constraints on technological advancement.
