摘要(Abstract)：

地、县调控一体化技术支持系统项目复杂,涉及专业部门众多,管理难度大。将传统工程项目管理方法与敏捷管理相结合,确立了融合计划性、可控性、适应性和创新性的管理理念。在项目管理过程中,以计划为基础,突出服务意识,因事制宜的灵活运用管理理论,以创造性思维解决问题,取得了良好效果,确保了项目建设达到预期目标。
The project of technical support system for integrated prefecture-county dispatching and control is complex and relates to many specialized departments,and there is difficulty in management.By combining conventional project management method with agile management,the paper establishes a management concept comprising planning,controllability,adaptability and creativity.In the process of project management,the planning is taken as the basis and the service consciousness is emphasized;the management theory was used flexibly and the problems was solved by creative thinking,from which good results were achieved and the anticipated goals of project construction were reached.
