基于改进谱聚算法考虑机组分组的电网恢复分区方法A Partitioning Method for Power System Restoration Based on an Improved Spectral Clustering Considering Unit Grouping

摘要(Abstract):
针对电力系统中含多黑启动电源的恢复分区易出现功率不平衡且并行恢复有效性和可靠性受限等问题,提出了考虑机组启动及分区内有功平衡的改进谱聚电网恢复分区方法。该方法以子区域尽可能规模均衡且区域间联络线权重尽可能小为优化目标,增加考虑机组出力及启动成功率的机组分组优化模型,并在切图权重中引入线路传输功率,使目标函数考虑分区有功平衡的影响。算例分析结果表明:该方法能有效考虑待启动机组的恢复及分区有功平衡,减小区域联络线上传输的功率,有助于提高分区并行恢复及并列的可靠性。
Power imbalance and limited effectiveness and reliability of parallel restoration are apt to occur in the restoration partition with multiple black-start power sources in power system. The paper proposes a portioning method for power system restoration based on an improved spectral clustering considering unit startup and active power balance in the partition. With the optimization goals of scale equilibrium in subregions and minimum weights of inter-regional tie lines, a unit grouping and optimization model considering the output power and success rate of startup is added, and the transmission power of the lines is introduced into the cutting weight so that the objective function can consider the influence of active power balance in the partition. The analysis results of an example show that this method can soundly consider the recovery of units to be started and the active power balance in different districts, reduce the transmission power on regional tie lines and help to improve the reliability of parallel restoration and
