摘要(Abstract):

高比例新能源电力系统的频率安全面临挑战,亟需构建有效的惯量和一次调频等安全性辅助服务市场机制。为此,综述了国内外惯量及一次调频服务市场设计方面的研究成果;剖析了不同电网场景下的频率安全需求以及各类主体提供惯量与调频服务的物理-成本特性;提出了惯量和一次调频市场设计的若干原则,包括平滑过渡性原则、定价机制简单透明原则及费用分摊清晰化原则;对比分析了电能量、惯量和一次调频联合出清及顺序出清两种模式的差异和优缺点;最后,探讨了该领域未来待研究的方向。
Frequency security in power systems with high-penetration renewable energy faces significant challenges, necessitating effective ancillary service market mechanisms for critical security services such as inertia ancillary services and primary frequency control(PFC) services. This paper comprehensively reviews domestic and international research on market designs for inertia ancillary services and PFC services. It analyzes frequency security requirements across diverse grid scenarios and examines the physical and cost characteristics of various entities providing inertia ancillary service and frequency control services. Principles for designing inertia ancillary service and PFC markets are proposed, including the principle of gradual transition, the principle of simple and transparent pricing mechanisms, and the principle of clear cost allocation. A comparative analysis is conducted on two market clearing models:(1) joint clearing of energy, inertia and PFC, and(2) sequential clearing of energy, inertia and PFC, highlighting their respective differences, advantages, and disadvantages. Finally, future research directions in this field are discussed.
