摘要(Abstract)：
从电力市场建设和发展的角度,对印度电力市场运作进行了较为深入的分析,得出结论认为:印度全国互联电力市场的建设是有成效的;缺乏有效超配额用电惩罚机制是印度全国互联电力市场的重大缺陷;适合发展中经济体的电力市场实时定价模式有待进一步完善。并指出,全国性的互联电力市场是实现我国能源战略的有效方式,在超配额用电惩罚机制有效实施之前要采用行政手段来维护市场平衡。
An in-depth analysis on operation of Indian electricity market is performed in terms of electricity market construction and development.It is concluded that the construction of India's country-wide interconnected electricity market is effective;Absence of punishment mechanism against above-quota power consumption is a significant deficiency of India's country-wide interconnected electricity market;real-time pricing mode of electricity market which is suitable for developing economy needs further perfection.The paper also indicates that the country-wide interconnected electricity market is an effective way to implement the energy strategy of China;before punishment mechanism against above-quota power consumption is effectively implemented,administrative means should be adopted to maintain the balance of market.
