摘要(Abstract):

针对DMS建设与应用中存在的问题,提出了具有实际工程意义的新一代基于公共信息模型(CIM)的配电管理系统(DMS)架构体系。该体系架构解决了DMS在建设过程中的信息系统安全防护、应用与管理融合以及数据模型开放和数据共享等问题,特别是在GIS与SCADA一体化功能架构设计上,考虑了供电企业生产、运行的管理特点与不同应用功能技术要求之间的协调,解决了数据的唯一性、完整性与及时性统一的实用化问题。这一体系结构已在杭州市电力局实现了DMS的实用化建设与应用。
Aiming at the present problems in distribution management system (DMS), this paper analyses construction and application examples. At first it makes comprehension of DMS inclusion relationship as breakthrough point, and makes clear thoughts and emphasis points of DMS construction. Then a new generation architecture of DMS based on common information model(CIM) is proposed. The system solved the problems during constructing DMS, such as the protection of information system security, the integration of implementation and management, the openness of data models and data sharing; especially in the design for integrative function framework of GIS and SCADA, with consideration of harmony between the features of the production and operation of electric power utilities with the demand of different implementation functions and technologies. In addition, thel problems of the unification of the uniqueness, integrality and real-time characteristics of data were resolved. The system frame has been applied in Hangzhou Municipal Electric power Bureau and provided a typical case for other electric power utilities to establish practical DMS systems.
