新能源参与电力现货市场的过渡机制研究

摘要(Abstract):

根据中国当前的电力现货市场建设发展和国内新能源的消纳情况,研究以德国和美国PJM电力市场为代表的国外电力市场新能源参与机制,以及中国广东、浙江电力现货市场试点的新能源处理方式,提出了一种新能源参与电力现货市场的过渡机制和逐步放开的方式:初期可由交易代理商代理新能源主体在电力现货市场中报量不报价,同时配合政府授权合约设计,通过调整中长期合约覆盖比例的方式,逐步引导新能源机组由当前的计划体制向参与市场结算过渡,可为新能源参与电力现货市场模式提供参考。
In view of the construction and development of the electricity spot market and new energy consumption in China, this paper studies new energy participation mechanism in foreign power markets with the representative of the German power market and American PJM, as well as new energy handling in Guangdong and Zhejiang spot market pilot projects. This paper puts forward a transition mechanism for new energy to participate in the electricity spot market and gradual open-up mode: at the early stage of the market, the trading agent can act as the agent of new energy in the spot electricity market for bidding without price, and in cooperation with contract design authorization of government we can gradually guide the new energy from the current arrangement to participation in the spot market by continuously adjusting and reducing the coverage ratio of vesting contracts. This method can provide a reference for new energy to participate in the electricity spot market.
