基于SCPS标准的发电机组AGC控制策略Automatic Generation Control Strategy of Uints Based on Supplier Control Performance Standards

摘要(Abstract)：
华东电网参照北美电力可靠性委员会推行的服务提供者控制性能标准(SCPS),对华东电网控制区的发电机组开展AGC性能评价。通过对SCPS标准的分析,提出了适应该标准的发电机组AGC控制策略,结合SCPS的指标计算并根据机组供应控制偏差的状态来实现机组AGC定量调节。该控制策略的应用将有助于提高发电机组的AGC调节品质和频率控制性能,进而改善电网的频率质量及系统的频率控制特性。
Supplier control performance standards(SCPS) promoted by North American Electric Reliability Council(NERC) is used in East China Grid to evaluate the performance of automatic generation control(AGC) of the units in its control areas.Through the analysis on SCPS,the AGC strategy of units is presented to fit the standards.Combined with the index calculation of SCPS and the state of supplier control error,quantitative adjustment of AGC is achieved.The application of this strategy is conducive for improving the adjustment quality of AGC and frequency control performance.It can also enhance the grid frequency quality and the system frequency control characteristics.
