不同市场放开程度下电费结算模式研究Research on Electricity Charge Settlement Modes under Different Market Liberalization Degrees

摘要(Abstract):
电力市场设计在原理上可以分为交易机制、调度管理和电费结算模式三个相对独立的部分。电费结算模式是用于管理调整电力市场费用结算的一整套体制、机制和方法的体系,包括结算关系逻辑、市场公共费用或盈余以及考核费用分摊机制、电费管理体制、结算流程设计。结合已有市场理论和国内外改革实践,对结算模式所涉及的要素进行了分析总结。根据市场放开程度,分析了市场结算管理体制、市场结算关系逻辑、批发交易结算流程中可能出现的方案,为我国电力市场结算建设提供参考指导。
The electricity market design includes transaction mechanism, dispatch congestion management and electricity bill settlement model. The electricity bill settlement model is a set of structures, mechanisms and methods used to manage and adjust the entire electricity market bill settlement. The electricity bill settlement model Includes the logical of settlement relations, market public expenses(or surplus) and appraisal cost sharing mechanism, electricity bill management system and settlement process. Combining existing market theories and reform practices at home and abroad, this article analyzes the elements of electricity bill settlement model. Based on the degree of market liberalization, market settlement management system, market settlement relationship logic, and the possible solutions in the wholesale transaction settlement process is analyzed to provide reference guidance for the construction of my nation's electricity market settlement design.
