配电网基础数据管理CIA模式的探索与实践Exploration and Practice of CIA Management Model for Underlying Data of Distribution Network

摘要(Abstract)：
配电网信息化是智能电网的重要特征和关键工作,需要配电网基础数据给予有力的支撑。国家电网公司"三集五大"改革后配电网管理部门多、协同业务多的特点突出,配电网基础数据维护标准不统一、效率低、差错率高等问题突出,严重影响了配电网信息化工作的推进。为破解这一难题,国网浙江省电力公司嘉兴供电公司以市本级为试点,以营配贯通业务为契机,在实践中探索配电网基础数据管理CIA模式(集中管控+交互+应用),有效打破了配电网各部门的专业壁垒和信息壁垒,实现了配电网的数据唯一、数据同源、信息共享,有力增强了配电网基础数据管理水平,保障了营配贯通及深化应用工作的扎实推进。
As an important feature and critical work of smart grid, informatization of distribution network requires strong support from its underlying data. After "Three Sets and Five Large" reform of State Grid Corporation of China, the sharply increased management departments of distribution network and coordination services, lack of unified underlying data maintenance of distribution network, low efficiency and high error rate seriously affect the promotion of distribution network informatization. To solve this problem, the State Grid Z(P) EPC Jiaxing Power Supply Company takes urban area as a pilot and seizes marketing and distribution integration as a chance to explore the CIA management model for underlying data of distribution network(centralized control+interaction+application), which effectively breaks the barriers of specialty and information among various departments of distribution network, achieves a unique data origin and information sharing of distribution network, enhances underlying data management of distribution network, and protected the application, guarantees promotion of marketing and distribution integration as well as application deepening.
