浙江电网黑启动计算分析与试验研究Computational Analysis and Test Research on Black Start of Zhejiang Power Grid

摘要(Abstract):
电力系统大面积停电事故后的黑启动试验研究对保障电网安全运行和故障后快速恢复具有重要意义。针对浙江电网黑启动问题,进行黑启动现场试验研究,并利用BPA和PSCAD程序计算分析黑启动过程中的发电机自励磁、空充线路合闸过电压、工频过电压、稳态电压控制等问题。试验结果表明:紧水滩水电厂机组在低负荷下运行稳定,并具有较强的进相能力,可作为浙江电网黑启动电源;黑启动过程中机组未出现自励磁现象,各厂站母线电压未超过规定限值,实测数据与计算结果基本相符。
Test research on black start after massive outage is critical to operation safety and rapid recovery of power grid. The field test of the black start scheme for Zhejiang power grid is presented in this paper. The generator self-excitation, switching overvoltage of unenergized lines, the power frequency overvoltage as well as the steady-state voltage control are studied using BPA and PSCAD. The test result indicates that Jinshuitan hydropower generator can operate steadily under the low load condition and has the adequate leading-phase capability, which thus can be used as the black start power source. Moreover, neither self-excitation nor bus overvoltage in all plants and substations in the black start was observed, and the measured data is consistent with the calculation result.
